RESOLUTION NO. 197-2000
RESOLUTION DECLARING VEHEMENT OPPOSITION TO THE PROPOSED ESTABLISHMENT OF DUMPING SITE BY THE METRO MANILA DEVELOPMENT AUTHORITY (MMDA) AT THE SEMIRARA ISLAND, CALUYA, ANTIQUE.
WHEREAS, in the absence of a dumpsite that will accommodate the garbage of Metro Manila, the Metro Manila Development Authority (MMDA) has proposed the putting up of a substitute site at Semirara Island, Caluya, Antique using the abandoned mine of Semirara, Coal Corporation;
WHEREAS, there is an ardent opposition from the constituents of the Municipality of Caluya regarding the said proposal and including the constituents of the neighboring towns of Culasi, Libertad and our Municipality of Pandan;
WHEREAS, scientific facts disclosed that leachates, a product of the mixture of water and garbage, contain lethal substances such as copper, lead, zinc, cadmium, chromium, cobalt, iron, manganese, nitrogen, bacteria and pesticides that are highly poisonous to man, animals and sea creatures including corral reefs and marine sanctuaries;
WHEREAS, the aforementioned destructive substance that will result in the indiscriminate dumping of garbage from Metro Manila in the proposed dumping site will surely bring havocs to the ecological system, and will likewise result in the proliferation of health hazards to the people, including the Pandananons;
WHEREAS, the marine ecology system in the area has been described as one of the richest fishing grounds in the Philippines, and the proposed use of the island as dumping site will threaten the marine life around it adjoining towns of the fishermen as well as to the people;
WHEREAS, the Local Government Unit of Pandan, Antique. through this august body, firmly believe the the establishment of dumping site at Semirara Island will definitely endanger the safety of the people in the area and the surrounding towns of Libertad, Pandan, Sebaste and Culasi and also poses a great risks to the marine life around it;
WHEREAS, the consummation of the proposed dumping site project at Semirara Island, Caluya, Antique will have an outrageous slap to the dignity of the Antiquenos and al1 act of betrayal to the future of our children, hence, the Local Government Unit of Pandan, Antique, through this august body, wishes to convey its steadfast commitment to the protection of envirorment through this resolution;
NOW, THEREFORE, on motion by Hon. SB Member Renato D Tugon, M.D., duly seconded by Hon. SB Members Ma. Julie M. Venus, Celedonio A. Dionela, Gregorio C. Tamboong, Emmanuel V. Samulde, Edesio G. Pechon and Jesus A. Dionela, this Sanggunian, in a regular session assembled, resolved, as it hereby resolves, to declare, as it is hereby declared, vehement opposition to the proposed establishment of dumping site by the Metro Manila Development Authority (MMDA) at the Semirara Island, Caluya, Antique.
RESOLVED FURTHER, to furnish with copies of this resolution, the PAGTATAP – Manila and USA, KYAPNET USA, Municipality of Libertad, Sebaste and Culasi with the utmost expectation that the flame of our vehement opposition will be heightened by their all-out and sincerest support.
